Clinical Nurse Manager 3 (CNM3) - Immunisation Team

Client: Public Sector Healthcare Organisation
Directorate: Health & Wellbeing - Vaccination Programme
Location: Mid-West Region (Clare, Limerick & North Tipperary)
Base: Limerick (with regional travel required)
Contract: Full-Time | Public Sector Terms & Conditions

Role Overview

Our client in the public sector is seeking to appoint an experienced and dynamic Clinical Nurse Manager 3 (CNM3) to lead mobile vaccination teams delivering national immunisation programmes across the Mid-West region.

This is a senior clinical leadership role with responsibility for clinical governance, staff management, service coordination, and quality assurance within the Vaccination Programme. The post holder will work closely with senior nursing management and multidisciplinary partners to ensure the safe, effective, and equitable delivery of vaccination services to diverse population groups.


Key Areas of Service Delivery

The CNM3 will have oversight of multiple vaccination workstreams including:

  • COVID-19 Vaccination Programmes

  • Seasonal Influenza Vaccination

  • School-based Immunisation Programmes (including LAIV)

  • BOTP / IPA Catch-Up Vaccination Programmes

  • RSV Catch-Up Immunisations

  • MPOX Vaccination (in collaboration with sexual health and acute services)

  • Public Health Outbreak Response (e.g. measles, varicella)

  • Services to vulnerable and hard-to-reach populations


Principal Duties and Responsibilities

Clinical Leadership & Governance

  • Provide clinical leadership and governance to all mobile vaccination teams

  • Ensure compliance with national vaccination policies, cold chain standards, and infection prevention guidelines

  • Oversee clinical assessment, vaccine preparation, administration, and post-vaccination observation

  • Manage adverse event responses and incident reporting

  • Lead clinical audits, quality improvement initiatives, and service evaluations

Staff Management & Development

  • Line management of CNM1s and vaccinator staff

  • Support induction, competency assessment, and mandatory training compliance

  • Lead performance management and professional development processes

  • Foster a positive learning and high-performance culture

Operational Management

  • Coordinate clinic scheduling, staffing rosters, and service coverage

  • Liaise with schools, residential facilities, primary care teams, and public health departments

  • Contribute to service planning, innovation, and continuous improvement

  • Prepare operational and performance reports for senior management

Risk, Quality & Compliance

  • Maintain risk registers and participate in incident review frameworks

  • Ensure compliance with GDPR, FOI, and financial governance requirements

  • Promote health and safety, infection control, and sustainability initiatives


Eligibility Criteria

Applicants must, at the closing date for applications:

  • Be registered in the General Division of the Register of Nurses and Midwives (NMBI)

  • Have a minimum of 5 years post-registration nursing experience

  • Demonstrate evidence of continuous professional development (CPD)

  • Possess the clinical, managerial, and administrative capability to fulfil the role

  • Hold current annual NMBI registration and Patient Safety Assurance Certificate (PSAC)

  • Have access to transport to meet service delivery requirements across the region


Essential Competencies

  • Strong clinical knowledge of vaccination practice and public health delivery

  • Proven leadership and staff management experience

  • Ability to lead change and service improvement initiatives

  • Excellent communication and stakeholder engagement skills

  • Strong organisational, planning, and reporting capabilities

  • High level of IT competence
